P3M3® — Portfolio, Program & Project Management Maturity Model
P3M3 (Portfolio, Program and Project Management Maturity Model) is an internationally recognised framework developed by AXELOS that enables organizations to assess the effectiveness of their management practices across three domains — Portfolio, Program, and Project Management — against five levels of maturity. We are a Peoplecert Accredited Consulting Partner (ACP) with AXELOS/ Peoplecert since 2016 and have conducted multiple P3M3 Assessments and initiated improvement roadmaps for enhancement of P3M maturity
The Five Maturity Levels
Processes exist informally; outcomes are unpredictable and dependent on individual effort.
Basic processes are established and repeated, but not yet standardised across the organisation.
Processes are documented, standardised, and integrated into a consistent organisational approach.
Processes are measured and controlled; performance data is used to manage delivery outcomes.
Continuous improvement is embedded; the organisation proactively optimises processes based on performance insight.

VMO — Value Management Office
The Value Management Office (VMO) is an evolution of the traditional PMO. Where a conventional PMO focuses primarily on delivery governance — tracking schedules, managing risks, and reporting status — the VMO is explicitly oriented around value: ensuring that the organisation's portfolio of investments is delivering the strategic and financial outcomes it was designed to produce.
The shift from PMO to VMO reflects a broader recognition that delivery activity is not the same as business value. Organisations can execute projects on time and on budget and still fail to realise the benefits they were designed to deliver — because the link between delivery and value was never properly established or governed.
